Carb spacer

My Savage is no longer in warrantee and I'm thinking of taking out that carbuerator spacer. I've already drilled out the plug over the idle mixture screw and fattened it up, but that hasn't helped that backfire problem as I thought it might.

My questions are:

Is it possible to do this modification without completely removing the tank? If need be, is it going to dribble gas all over the place? Can I just unbolt the tank and twist it sideways? What about the speeometer cable?

I removed the carb slides from my last bike, but they were much smaller and not constant-velocity carbs. Is there any difference?
